July 1, 2003 Minutes

 

The July 2003 Skippack Ridge Community Association Board of Directors meeting was held at Mike Roynan's house.  Attendees included: Fran Tendall, Bill Turner, Bob Arch, Mike Roynan, Mike Washington, Barbara Hallman, Jim Klementisz and John Pritchard. 

 

Topics addressed included:

  • Minutes of June 2003 meeting approved.

  • Transition from the prior board was passed to the new board members.  Jim Klementisz was welcomed to the board to serve as a replacement to Bob Croke’s un-served term.  Jim was selected as a board member based on his involvement within the Skippack community as a local business owner. 

  • New Board Members Appointments for 2003: 

  • Barb Hallman – President

  • Jim Klementisz – Vice President

  • Mike Roynan – Board Member

  • Mike Washington – Treasury

  • John Pritchard - Secretary 

  • The majority of the meeting was spent on addressing transitional items from the old to the new board members.  Topics included in discussion are outlined below:

  • Fieldstone Open Issues: Fieldstone has been contact on the below issues.  Joe Thoma is the board’s contact on getting these issues resolved:

  • Dead trees: Fieldstone has responded back and Cedar Hill has been contacted the board is waiting for responses from Cedar Hill

  • Retention basin between lot 11 and 12: issues still exist with water retained within the basin.  

  • Skippack Post Office:

    • The post office box for the Skippack Ridge Community Association is P. O. Box 1411, in Skippack, PA 19474

    • Mike Washington and Jim Klementisz will hold the keys for the board

  • Harleysville National Bank Signature Cards

    • The board members signed new signature cards

    • Harleysville National Bank will need to be notified of the new contacts 

    • Existing bank fees and credits:

      • Total of 6 transactions per month and up to 3 checks per month. Service charge is $10 per month if over the number of checks allotment

      • Money Market Interest rate is 0.049

      • The board will investigate new banking relationships

  • Selling Process / New Home Owner Welcome

    • The sellers real estate agent needs to contact a member of the board to get a copy of the by laws and resale certificate which they will pass along to the new homeowners as part of the transaction closing

    • Resale certificates to the selling Real Estate agents needs to be presented and signed. Copies are maintained within the community book

    • The board decided that a copy of the by laws will be made available on the website in a PDF format for all homeowners

    • The recent passage of the new amendments will also be published on the website as well

    • A  "Welcome to the Community” note is also given to the new homeowners from a member of the board.  The purpose of the note is to gather information from the new homeowner and introduce them to the Community website.  A sample of letter is within the “Community Book”

  • Skippack Township Community Liaison

    • Detail community blueprints are with the possession of Jim, Mike R. and Mike W. as well as the township building

    • The vice president will assume the role of community liaison

  • Landscaper Contact and Contracts

    • Copy of the contract with Providence landscaping is in the possession of the treasurer. The contact with Providence ends in November, 2003 Vice President will be community representative with the landscaper

    • The board will continue to look for alternatives to maintain the common grounds

  • "The Community Book"

    • The book was passed to new president

    • All communications are on file this includes copies of: 

      • Amendments

      • Board request 

      • Board responses

      • Vote from election process

      • Correspondents to community members

      • Resignation of board members from first term

  • Website / Contract / Process

    • Bill Turner has agreed to continue to maintain the community website for the board

    • Any updates should be sent to Bill Turner

    • The secretary will be Bill’s contact for website updates

  • Financial Matters

    • Insurance

      • Existing coverage with State Farm Insurance: Copy of the policy is on the website at Information: Insurance: 

        • Exiting coverage is liability of $2M/person per incident/ $4M/total

        • Board of Directors coverage is $1M

        • The insurance premium will be coming due in the next month with a substantial increase in premiums

        • The board will investigate coverage with different firms to find a more economical carrier

  • Certificate of Deposits

    • Board will continue to look at investing into two $7500 CD’s to increase our return on money.  One CD would be for 1 year the other could be for 2 years based on current cash flow estimates

    • Note: ING Bank was being considered for the CD’s however they will only take applications from individuals and not community associations

  • Old Issues

    • Speed limit signs were discussed at length ~ Various options were discussed: 

      • A petition has been circulated through out the community to have the township install speed limit signs on Mountaintop Drive and potentially Buck Hollow Drive

      • The board also talked about sending out notices to homeowners caught speeding through the community and asking them to obey the township speed limits and be mindful of the children in the area

      • Discussion was held on should the board do something on its own? 

        • Removable speed bumps are not allowed by township

        • “Children at Play” or similar type of signage could be placed at the front entrance and entrance at Buck Hollow

      • The board will search websites to look at viable options. The by-laws will be reviewed to insure the board has the authority to install such signs

  • New Issues

    • Landscaping Issues:

      • The landscaper has again missed cutting the grass for the prior three weeks in the lot behind 849 and 851 Mountaintop Drive. The field is supposed to be cut on a consistently schedule with the rest of the community

      • Jim Klementisz will contact Providence Landscaping

  • Front Entrance:

    • A suggestion at the June board meeting suggested looking into the front entrance lighting should be placed on a timer instead of the existing photocell.  Some of the board members discussed the option with the neighbors has based on their input has rejected the suggestion.  It was felt that the photo cells would be safer to the community at large and cut down on potential vandalism at the front entrance

    • Additionally some of the fence railing have become unattached and will need to be reattached

    • There has been a problem with wasp in the gazebo area; Bill Turner and Bob Arch sprayed the area as their final act as board members

  • The next board meeting is scheduled for Tuesday October 7th at 7:00 pm at Mike Washington’s house
