October 7, 2003 Minutes

 

The October 2003 Skippack Ridge Community Association Board of Directors meeting was held at Mike Washington's house. Attendees of the meeting included:  Mike Roynan, Mike Washington, Barbara Hallman, Jim Klementisz and John Pritchard.

 

Topics addressed included:

  • Fieldstone Open Issues:

  • Retention basin between lot 11 and 12 is an outstanding issue. Mike Roynan will contact Joe Thoma at Fieldstone to continue to address the issues. Jim Klementisz will contact the township to determine when the bond is released to Fieldstone; which would relieve them of their commitments. He will also provide them with a copy of the letter sent to Fieldstone last summer.

  • Cedar Hill Landscaping - Tree Replacement (see attached) the board has repeatedly tried to contact Greg from Cedar Hill Landscaping. We will continue to call him (610-847-8786) to get him to address the tree replacement issue for a fall planting.

  • Speed Limit Signs:

  • The township has placed a speed limit sign at the front of the entrance. We have discussed placing "Children At Play" signs within the development. If we would like to pursue this issue the community would have to pay for the signs however the township has agreed to pay for their installation. The board has previously researched the cost of the signs; which cost approximately $40 per sign.

  • Pam Ley is continuing her efforts with the township to get additional speed limit signs within the development. We will wait for her feedback before pursuing other options.

  • Fence By-law Notification: 

  • Copy of the updated by-laws has been sent out to all homeowners the first week of October. 

  • There have been some questions from the members of the community regarding sheds and children playhouse not necessarily following community standards. According to the by-laws the following rules are in effect:

  • 16p: "No tents, storage tanks, sheds or accessory buildings or structures shall be erected or permitted to remain on the Property without the prior written approval of the Board of Directors as described in Section 17."

  • 17b: "No accessory buildings, temporary or permanent, will be permitted except for tool shed or cabana house similar in construction to the building existing thereon."

  • As issues are brought to the broad from the community we will continue to send out notification to offenders to remind home owners they need confirm with the by-laws as stated above.

  • Financial Matters

  • Homeowner Dues Notices due January 2004

  • As noted in the April and June board meeting home owner will be increasing in 2004 to either $350 or $375 annually based on forecasted expenses for next year. Early notification will be sent out in November to all homeowners for payment of the annual dues for payment by by February 15, 2004.

  • Insurance is currently in effect through July 2004. In April the board will start to evaluate new carriers to help lower expenses.

  • Landscaping contract as noted below expires in November the board will seek additional alternatives for landscaping for next year to help reduce expense in the up coming year.

  • Budget year to date expenses was reviewed 2004 estimated expenses are $19,600.

  • New Issues:

  • Providence Landscaping Contracts Expiration November 2003

  • Jim Klementisz will contact several landscapers within the area to get estimates. Estimates will include cutting the common areas, retention basin areas, walking paths and pricing with and without flowers and mulching. One thought to help reduce expenses is to have the residence of the community participate in mulching and planting during the spring clean up day.

  • Fall Clean Up Day

  • Members of the community have asked for the board to plan a fall clean up day. The front entrance lights, missing white picket fence post and clean up of the common ground and walking paths will take place on Saturday October 18, 2003, starting at 8:00.

  • Notification will be sent out to notify the homeowners. Doughnuts and coffee will be provided.

  • Winter Snow Removal:

  • Bill Turner has voluntary to seek children within the neighborhood to be responsible for the snow removal of the sidewalks at the front entrance. Any children interested in earning $25 per removal should contact Bill Turner.

  • The next board meeting is scheduled for the first Tuesday in January 6, 2004 at Barb Hallman's house at 7:00 pm.
